A business hands out keys as people join and rarely gets every one back as people leave. Rekeying resets that count. Instead of guessing how many copies of the front-door key exist, the cylinders are repinned so only the newly cut set works, and those keys are numbered and signed for. Where turnover is steady, the locksmith can fit interchangeable cores, which let a manager swap a core with a control key in a couple of minutes when someone departs, so the reset becomes routine rather than an event. Either way you end up with a premises where the keyholder list matches the staff list.

Reading the keys that already exist
Before deciding anything new, it helps to understand the old. Gather every key the business can find, including the ones with faded tape labels, and the locksmith reads them against the cylinders on the walk. Some will turn out to be duplicates of each other, some will belong to hardware that was replaced years ago, and some may operate doors nobody expected them to. Hardware-store copies stand out by their blanks and by the way they wear. This reading shows how far the key count has drifted and whether an old master still exists, and it lets the new plan retire everything found in the drawer rather than only the keys anyone remembered.
Cutting and marking the new keys
Keys are cut to the new combinations on a code machine rather than traced from another key, so every copy is exact and the tenth key fits as cleanly as the first. Each key is stamped with a short code that means something only on the keying chart; the business name, the address and the word for the door it opens stay off the metal, so a lost key gives nothing away. Keys are counted out by group, tagged, and listed against the names of the people who will carry them. Where the plan uses a restricted keyway, the blanks are drawn against the authorization letter, and that letter is filed with the chart for future orders.
How copies get made from now on
If the business moved to a restricted keyway, the way keys are copied has changed for good. Hardware stores and kiosks do not stock the blanks, which makes running off a spare on a lunch break far harder to arrange. New keys are ordered from the locksmith by one of the people named on the authorization letter, who signs for them, and the register grows by exactly that many. On a standard keyway, the same discipline is kept by habit: the manager orders keys, the register records them and a key that turns up unlisted prompts a question. Either way the count on paper and the count in the world stay the same, which is what key control means.

Will every old key stop working once you are done?
Every old key that operated a cylinder included in the plan will stop working, and the locksmith proves it by trying old keys at each door before leaving. Old keys keep working only at openings you chose to leave alone, which are written on the chart so there is no confusion. If a master key existed, it is tested too, since a forgotten master is the most common way an old key stays alive.
We lost a master key. Does the whole building need doing?
Only the cylinders that master opened, which the keying chart identifies. If the lost key was the top master, that is every lock in the system; if it was a departmental master, it is that department's doors. Where no chart exists, the locksmith reads the cylinders first to establish what the key reached. The remaining doors, and any keys that never opened them, are left exactly as they are.
What happens with our fire exit doors and panic bars?
The outside cylinder on an exit door controls entry only, and it can be rekeyed like any other. The inside stays as it must: one push or one turn, no key, no special knowledge, on the exit door itself and on any door on the way to it. A locksmith will not add a keyed device to the inside of an exit, and will point out one if it already exists.
